In the context of Armor Stat Rolls, it would be great to understand the following:

  1. Are the rolled stat types random or static based on some criteria like class and armor slot?
  2. Are three stat types always rolled on an armor piece? Or is the number based on rarity??
  3. Can a rolled stat type be recalibrated to a higher value or a different type?
  4. Are their stat roll limits on items? Would be great to actually see these similar to what the Division 2 does.

No, upgrading the legendary items is always beneficial. Your attribute level may drop from 6 to 5 but the value remains the same and you can increase it again to 6 to reach new maximum.

No ratings is not reroled, it's increased proportionally.

Costs scale with levels, max level items should costs few hundreds of shards to level up to the maximum.
