I haven’t seen any new messages from Outriders Twitter since last Friday. Are there community managers? If so, where do they interact with the community? Things seem awfully quiet.

I'm one of the two CMs for Outriders. We've both been working nonstop since launch and this past weekend was the first day where we took our foot off the gas for a moment just to catch our breath. We were still monitoring everything to ensure the patch was deploying okay, but we didn't post at the time.
We then used Monday for a bigger review of the situation since the patch.
As you may have seen today, we've just posted our next dev update.
I cannot believe that they, advertising themselves so much as "community focused", would only have TWO managers running several accounts. I really feel bad for them cause they are taking a lot of shade, and honestly, this was a HUGE mistake on Square Enix's part for not having ATLEAST 1 manager per platform.
The more managers you have, the more information between platforms can diverge due to how differently individuals may word things.
While managing so many platforms is definitely very hard for two of us, it does also put us in a position where we know exactly how the community feels on a certain topic and how those opinions might differ from platform to platform.
It also means we're much more plugged into the ongoing dev and are so much more than just the 'twitter PR people' which some people like to refer to us as...
Oh wow. Very nice to meet you. Thanks to you both for all the hard work. Like many players here in this budding community, I’m excited for this game and the future possibilities and thirsty for any scrap of information on our latest obsession. Is Twitter the best place to look for that? Are you allowed or do you know yet answers to questions like new content, transmog or new loot? Many of us would love to see that and would love to know if things are even being considered. Keep up the hard work.
Twitter is what we use for more in the moment updates as soon as we're able to share them, but all news does get posted across all social handles.
We use Twitter like this because it's social algorithms do not penalise us for posting multiple times in Succession (while platforms like Facebook do)
