Yup, in a few days, consoles require at least one DLC to be published before a Season Pass can be released.

Peculiar, we've checked from our side, no visible problems from the first look. Did you buy the DLC? It's a part of SP2, so will not appear if you only have SP1. If on PC, make sure you've opted out of beta branches if you used them.
