Gnome hooked hammer not dual wield any more - update 2.2.0

Since the latest patch, the gnome hooked hammer doesn't count as dual wielding. I can't see it mentioned in the patch notes but Regill doesn't have off hand attacks any more. This is fairly annoying since I have taken a few two weapon fighting feats. Is this intended? And did I just miss it in the patch notes?
