Is the PS5 GOTY Edition 100% complete ?

I played the game a lot on PC and I just bought a PS5 and would like to try it. However the description of the GOTY doesn't directly mentions all the DLC's by name. Just want to be sure I don't pay 50$ CAD and missing what I need. I want to play a Dual Cursed Oracle from the Lord of Nothing and be able to access other companions like Ulbrig. Is this Edition complete ?
