I still do not understand what photo mode is. Does it just let you capture images during the game (like pause, move the camera around, capture)? Or does it make parts of the game more like cutscenes?

Yep, it lets you capture images, exactly as you described. Plus some additional effects like stickers, frames etc.
I had no idea proteans were in the game! Some of my favorite creatures but there's almost no reason to ever run into them in the TT. I've just gotten to act 5 in my first playthrough, are they dlc only?
They are a major part of DLC1 which takes place just before the final battle, and you can meet them as enemies in DLC3.
