[2022] A scene seems to be missing from the beginning of the second act

When the knight commander speaks to the queen at the start of the 5th crusade, isn't there a scene in which Galfrey tells Daeran that he is appointed an advisor and has to stay with the crusade?

On my new playthrough, that scene is missing. The queen says, "Count, there you are, you received my instruction?"

And the scene ends right there and the next thing she says is, "Then let's get going. May Iomadae help us!"

Is anyone else having this issue? Or have I misremembered and that there has never been such a scene?
