Seems that the ‘hidden’ stasis mobs from legion can be a portion of the pack that initiates a ritual (i.e. pack that needs to be cleared before the ritual prompt shows up on the shrine). I was scratching my head wondering why I couldn’t start even though I had cleared everything from sight... now I know, and you do too!
