If you are referring to the "In your local timezone, the main presentation will begin at:" text here, this time is based off of your account timezone settings. In this case, you will need to set your timezone to one of the GMT -03:00 options. You can set this here.
If in doubt, the ExileCon presentation is scheduled to begin one hour after the livestream countdown timer on the Path of Exile home page ends.
