I'm interested in the reasoning behind the wording change from the patch notes to the current details in the JSON files for the two nodes from the Ascendant (Gladiator) and the Gladiator nodes.

In the patch notes, the update says:

Violent Retaliation: Now has Ignore Enemy Monster Physical Damage Reduction if you've blocked in the past 20 seconds, and Attack Damage is Lucky if you've Blocked in the past 20 seconds.

Gladiator Passive Point: Now has +5% to maximum Block (previously 3%), 10% chance to Block Attacks (previously 15%), and now has 20% more Physical Damage over Time (previously 25%). It no longer has "15% chance to Block Spells". It now has Ignore Enemy Monster Physical Damage Reduction if you've blocked in the past 20 seconds.

The reason I'm bringing this up is because the new points on the tree says the following:

Hits ignore Enemy Monster Physical Damage Reduction if you've Blocked in the past 20 seconds.

I was thinking about this originally as a way to bypass physical damage reduction for Physical DOT builds like Corrupting Fever. I just wanted to see if this was an oversight or if this was intentional to only affect hits rather than all physical damage types?

Those effects are always only for hits. It is fundamentally not possible for individual sources of DoT to ignore defensive mechanics.
