[2019] GGG, are the Strongbox Changes intentional?

I didn't see anything in the notes?

For those unawares, strongbox effects like DD, Ice Nova, Caustic Ground, etc, will only trigger if they player is in range of them, making them extremely dangerous.

You can no longer wait out the affix and then move back in.

I'm near the point where I'm just not opening boxes currently.
