[2020] Large shield cluster jewel missing suffixes?

It seems like the large jewel with "12% increased Attack Damage while holding a Shield" is the only one without a single suffix available to it...is this an oversight? Bug? Intended?

If the issue is that it provides defenses on a large jewel...so does the dual wielding one, but that one has plenty of other options.
Shields are already subpar for damage, why nerf them further??

The last patch featured a change to the bow jewels, can shields get some love this time?
