In the patch notes we got

Icestorm (granted by The Whispering Ice Unique Staff): Now has an Added Damage effectiveness of 100% (previously 60%), which affects the 3 to 5 base Cold Damage per 10 Intelligence that the Skill grants (this is a buff).

So yay 66%(Edited thanks to u/Kaelran) damage increase right? But damage effectiveness never affected the 3-5 base damage.How do i know? I ran this test

Get on a witch, equip Whispering end up with 103 int so If there is no damage effectiveness in the 3-5 then my on hit damage should be (103/10 * 3~5) * 1.1(increased spell damage) = 33~55

If there is then it should be (103/10 * 3~5)*0.6 * 1.1 = 19.8~33

And on the character sheet i have 33~55. I also tried killing low level mobs and seeing how many hits it takes and the results from that are consistent with this

So the 40% buff is actually 0% buff because the build doesn't use added cold or any other sources of added damage.Paired with the fact that all WI use CWC or CoC this is still a nerf in the end.

u/Community_Team was this an oversight? Is it intended?If it is then it seems ironic with the (this is a buff), WI will probably be dead with this.

If i missed something please let me know. I really want to league start this but it seems like i came a league too late.

TL.DR: Whispering Ice wasn't buffed but actually nerfed.

You're right! It looks like the Added Damage effectiveness was not applying to the base Cold Damage per Intelligence. We'll get that fixed and are also looking at adjusting the damage per Intelligence from Icestorm. Upwards, not downwards.
