[2020] Glacial Cascade Base vs Alt Quality Question

So as the above image shows, the Glacial Cascade shown in the "Heist Gem Information" post shows GC as not knocking back on final and doing 200% more damage on final burst.

The GC Alt quality on "Alternate Quality Gems in Path of Exile: Heist" shows GC doing 40% more damage and no knockback on final burst.

Is there a reason these would be listed twice aside from the two patch notes being mislabeled?
