We were told we would "hopefully" see this feature before 3.12. Is there any possibility of that? On track for 3.12? Is it still in development or has it been scrapped?

I may be in the minority here, but tab auto-sorting is probably the most exciting potential PoE addition I've heard about in years. Sorting items into 10 different tabs after mapping is one of the biggest pains in the game for a lot of us.

I checked in on this earlier this week and I don't have a firm ETA yet but I know that things are definitely in progress. Our server admin has done a chunk of the work he needs to do on it and then once their part is finished it will go onto our UI programmer. I'm personally hoping to see it alongside 3.12 but I can't provide any confirmation yet.

I'm not sure just yet. We found out about this late last night and everyone is currently busy getting their gear from the office to get set up at home. Once things are settled I plan to touch base with some key members of the team and find out what we're anticipating in this respect.

They are separate tasks but involve the same sets of people.

Unfortunately this is not the case. I didn't run any tests but I would guess it takes about 5x as long to ctrl click into a dump tab, then re-sort later, than it does to ctrl click into autosorting tabs. I've spent enough time trying to optimize the chaos recipe that I can say, autosort is an enormous timesave.

The difference is to stash organization what loot filters are to loot organization. Loot filters are free, so I expect this feature to be free as well.

They're free QOL features, yes.

It depends on whether either of them encounters show-stopping issues during development but otherwise that sounds like a relatively safe assumption.
