What fits the description of all of these? Leaguestones. Scarabs are the internal codename for Leaguestones returning in 3.5.0. Let's go down the list.

• Can Leaguestones add mods to a Map like sextants do but aren't actual Map mods of that map? Yes, check.

• Do Leaguestones allow you to run a League (like the Delve example used) more frequently because they have a Prophecy-like ability? Yes, check.

• Are Leaguestones considered Currency? No, check.
