There is a way to "see" where hidden Cloaks are in your territory and neutral territory. Normally, when you try to interact with a tile in your territory (i.e. build, destroy, clear forest, etc.) that is occupied by an enemy unit, you cannot interact with it. This still applies to Cloaks, however.
For example, if I try and build a road on a tile, but the option doesn't appear and there isn't a road already placed, that means that an enemy unit is occupying that tile. If no unit is shown, that means the Cloak is on that tile. You can literally just touch the tiles in your/neutral territory and see which one you can't build a road on. - Cities being sieged by you can still be attacked by Cloaks. This normally wouldn't be a problem, but I have found that you can "hold a City hostage". If you don't capture it, but its far enough that it would be very hard to reclaim, then you can just spam Cloaks and make them attack that City. Soon, you have tons and tons of Dagger production. If this is combined with many Cities, you could literally have a hundred Daggers at your command.

The AI doesn't take into account breaking treaties. Sometimes AI will:
1. Move units into my territory while treaty in effect.
2. End the treaty.
3. All of their units in my territory die.
The AI got smarter, but as you can see, they have no idea that units in territories die when the peace treaty ends.
