I think that instead of a cloak always spawning 3 dagger units it should spawn 1-3 based on the moral of the city. So for example if all your resources are spent in the capital and a cloak activates it would spawn 1 dagger but a city on the outskirts with low level or is constantly under attack in its borders it will spawn 3. Just an idea I had at work lmk what you think

This is it. We *want* you to use them on high-level cities, and OP's suggestion does the opposite of that.
