[2022] Extraction download stops at 32%

Ok so for some reason anytime i try to download this game it gets stuck at the same number each time. I'd download just fine up until it hits 14.73gb or 32% right before its ready to play and then the download speed hits 0 and only goes up into bytes. The download doesn't seem to even wanna finish from there because the ubisoft is unable to start your download message always pops up a little bit after the download starts. I got this off of linking with gamepass so I don't know if its an issue there or what but I've tried everything, restarting my pc, flushing my dns, resetting it. I just don't know at this point.
