I keep reading that the new rework for house is not going to be in the ranked playlist, is this true?!

If true, then wtf ubi?!
For now. There is a possibility that it'll come in the future, however, as of now, the map will remain in Quick Match. House is the golden standard of what laidback, casual gameplay looks like in SIege, and the dev team wanted to make sure the rework continues to emulate that, while still shaping the map into something that's balanced for both attackers and defenders.

They still have not done so. They're still forcing us to endure an unwanted and useless 'map rotation' system that denies us full access to the game content we paid for. And once again, we in Casual did not want, or ask for the original House to be eliminated. But that's what it sounds like UBI is going to do. Always taking away the content we liked, and replacing it with content that we're almost sure to dislike.

As someone who adores the original design as much as the Casual community does, I can say with 100% confidence that the rework keeps the spirit of the map you love. Of course, you'll have to play it yourself to see if you share the same sentiment, but I'm pretty confident that players who are super on the fence about the map being touched will be pleased overall with what's been done.
