[2020] Jackal rework

I came up with a rework concept, let me know if it sounds fun!

- Jackal no longer gains pings from scanning; instead, a colorful line will generate, showing which direction the operator has gone.

- Increase EYENOX charge by 2, to 5

This is a nice idea! Personally, I've loved the idea of Jackal having to manually follow the trail (kind of like the animal he's named after.)
