[2019] Have similar micro-stutters like these been happening to anyone else?

Are you noticing them more after a specific update (ie: the last patch or the one before) or after any changes/updates to your software or drivers? Have you sent in a ticket to support.ubi.com yet? If you can do that and send in your msinfo and dxdiag files we can troubleshoot a bit further.
