PvE matches, whether online or offline, would not count toward the total match count. It would have to be Quick Match or Unranked.
Personally, I don't think entry into Ranked should be based on XP at all as long as a player can gain XP in PvE. The criteria for playing Ranked should be that you have experience playing the game in PvP. If someone sits around around for two months (or six months or however long) and works their way up to the XP requirement playing in PvE every day, you still don't want that player in Ranked because they're not prepared for it. PvE does not prepare you to be a good teammate in Ranked. It's an entirely different mentality. So, don't allow players to use PvE at all for the entry requirement in Ranked. Make them play Quick Match or Unranked.
Does this resolve the issue, or is there some component that I am missing?

I think this is a really creative approach towards addressing your frustrations with both the XP cap and smurfing. I do have a couple questions for you, and everyone on the thread, just to get some insight into what this idea really looks like.
How would this system handle People who get VTK'd? I know a lot of folks feel that it happens unfairly relatively often, and I think that could really negatively impact the player experience.
Do you think 50 matches is enough? Say a new player is coming into the game, I don't feel that 50 matches, even with rotation, is going to be enough time to get them acquainted with the maps, plus the game modes, plus the operators. Whereas the goal is to curb smurfing, I think it's important to assess the general player experience on top of that. I also feel like if someone is sitting down, and was really determined they could hammer through 50 complete matches in a day. It would be grind but it would be possible.
I definitely see the merit in your idea, I just think we might need to tweak it a bit to be a viable solution.
