[2020] Does Character level affect ELO Matchmaking?

Does someone else know if playing on lets say a level 55 account that's silver, make a difference than lets say a level 150 account that's silver?

Nope! Your matchmaking is all based on an elo/MMR system. You could have a clearance level of 200+ as a Silver and you'll be placed in lobbies with Bronze, Silver, and possibly low Gold players depending on where your elo is at.
