[2020] How to decide when to throw Thatcher's EMP grenade?

I would suggest throwing EMPs at reinforced walls and stairs (to catch Lesion mines) for starters. If you find yourself throwing them in places where there are not gadgets, try droning a bit more to see where the enemies are placing their utility.
