[2020] Why does dokkaebi get banned?

Interesting. In Plat+ games, according to our Designer Notes, Dokka isn't showing on the top 10 operators banned. Do you think Dokka should be banned more?
I personally feel like her kit is in an okay place now, and is not incredibly annoying to deal with, unlike operators like Jackal.
