The Shields are small, you can see the arm and some of the head above the shield. Blitz was my best attacker, now I cant use him anymore because because of some reasons the bullets went through my shield
Having the arm and small portion of the head exposed is an intended feature I believe to help balance shield Ops, Blitz in particular. It might be a tad bit unfair for defenders to get pushed by a shield without having any way of fighting back or having a body part to shoot at.
