[2019] Is Jager only picked for his guns?

As the others have mentioned, it is possible they don't normally play Jager or just don't understand how he works. I haven't played a whole lot of Jager, but I at least try to put his gadgets down near windows or doorways.
It may be nice to ask if you would like a gadget in a specific area, which would then teach that player decent spots to put the gadgets in the future.
