Are you allowed to have multiple accounts but for different platforms? E.g. can I have one ps4 account but still have an account for PC and/or Xbox

I don't see why that would be an issue, as long as you aren't using your accounts to smurf or as backup account t hack or do anything malicious you should be fine.
