[2020] Why do Doc and Rook still have ACOG's?

Having an ACOG on a 3-speed and a 1-speed is night and day. Neither Doc, Rook, nor Echo has the ability or speed to spawn peek someone outside main on Bank and then rush down to kill someone pushing from dirt or down Blue as fast as a Bandit or Jager can. It's true that there are those rare occasions where a Doc or Rook will roam, their ACOG is a trade-off for their slow movement.
