I can't play r6 with friends even though we have different steam and ubisoft accounts in the same wifi network, only one of us gets to connect and the other one receive the error code [3-0x0001000B] and when I tried to connect to the other one it happened again

As it stands, if you are using the same network and are unable to connect, this will most likely be due to your NAT type, therefore in order to resolve the issue, try completing steps outlined in the following article and see if issue persists.
