[2019] MOVED: Year 3 Starter Edition not giving me year 3 operators.

The Starter Edition does not give you any operators. You only can play Recruit. It is shown as a DLC on Steam since that is how the system works between Steam and Uplay. It is not actual DLC content, it is just showing the link between Uplay and Steam essentially.
