[2019] why do i only have 3 characters available?

Hey Angry Noob. Since the 11th of Feb 2019, the base Operators are no longer included in any edition of the game. Legacy Operators will now cost 500, 1000, 1500, and 2000 Renown based on how many Operators from a specific CTU you have unlocked.
