[2021] How to improve aim on console as PC player - help :(

Try Aim Labs! As someone who also used to have issue with crosshair placement, sens, etc when I switched to PC, Aim Labs turned me into a pretty good shot, and the skill has carried over from Siege to other FPS'. It's free and on Steam and it has a ton of ways for you to hone your skills.
