Sorry to hear that you experience stuttering in Rainbow Six Siege on PC.
Please first follow all the steps in our PC troubleshooting guide:
Troubleshooting technical issues on PC[www.ubisoft.com]
Disable Background Applications: Disable all unnecessary third-party applications running in the background, especially third-party overlays like GeForce Experience (Nvidia App), Overwolf, and Discord. If you are running a VPN client, even if not connected, close it and end its process:

If this does not help you limit the stutter, please feel free to report it directly to the game team via R6Fix - https://ubi.li/Rainbow6Fix
You can either submit a new ticket there or contribute to an existing one.
