[2020] Can I run it?

Here are the requirements [support.ubisoft.com] to run Siege.

Seeing that the minimum RAM required is 6GB, I'm going to say no, or that if you did it would really be a sub-optimal experience.

You should be fine! If I were you, I'd test running the game on DX 11 and Vulkan just to see which one works best for you and your PC rig.
