It's on a semi-automatic weapon, its not the same. Also, i'm pretty sure they gave him an ACOG so he can trigger his shields from a range easier.

You pretty much hit the nail on the head. Goyo's impacts are for this reason as well. As for Vilgi, his ACOG is on a pure skill weapon.
