I have closed the uplay app and opened it back up but nothing was there. I tried to uninstall ubisoft connect and the tts but no results.

I have now added Test Server to your game's library so you should be able to access it whenever it's live

I've had a look and it appears that you have your Test Server already. If you are seeing Neon Dawn however, I would recommend you to ensure it's fully up to date.
