They can't just pick and ban everyone they think is a smurf, or else that's ripping a possible non-smurfing player from their $20 purchase, and who wants that to happen? It's a lot harder to actually find smurfs than a simple "oh, this level 52 done really good this game, let's ban them" cause it could have honestly been sheer luck, not to mention some players could be ex-console players moving to pc, or maybe they're just really good at FPS in general.
The point is that they can't ban or remove anyone they suspect of smurfing as there are way too many factors that can go into that and honestly, it's just not a safe bet for any company unless you get actual like video or photo evidence that the person playing on the level 52 account has another account that's like 230 or something high, and that happening is almost impossible here so don't count on it.
We're looking for ways to track smurfs because we know how frustrating it is for players trying to grind Ranked or grind Quick Match/Newcomer mode. I'm not part of the team that's tracking that kind of stuff, but as soon as we get something we're allowed to share with the community, I definitely will.
