Good question. I find myself flip-flopping between the two depending on what mood I'm in. I think both serve a great purpose and are extremely useful, but if I was forced to pick one, it'd be the C7E just due to the damage/low recoil. The PDW is great for just throwing lead downrange and helps in prolonged gunfights when people like to re-peek an area you're already pre-firing. Not to mention that the ROF is super nice as well, however, the same can be said for the C7E.

Bottom line: you can't really go wrong with either!
