[2019] Remove tachanka from ranked

Just so we can start a dialogue, why do you feel he should be removed from ranked? This isn't something I've at all so I'm curious to hear your thoughts. It is just to remove the possibility of getting him when selecting 'Random"?

Remove the possibility of getting him in ranked trough the random pick chance. Its frustrating to get a recruit when you have all the more useful ops that can do some good.
Rework would be super nice. Its 2019 and newer ops than him get changes way faster.

You can click "Random" again, so the game can generate another operator for you if you're not happy with the one it originally gave you.
