Each game mode in Siege has its own MMR system, which means MMR from one mode can't affect another. This is a common occurrence where a Ranked player has a lower-than-expected MMR in Quick Match. To put it plainly, the Ranked player doesn't play enough Quick Match to increase his MMR, which can result in you coming into contact with that player.
For your friend, it's likely his Quick Match MMR is low. The lobby will adjust it's matchmaking parameters so that you and your friend are facing people with similar MMR, which would explain why you don't see any high-clearance level or high-ranked players.
