[2020] Can't vote to kick (button disabled)?

I was in a game where a player started calling my friend the N-word, we voted to kick him and it was 3 / 4 votes and I kept trying to vote "yes" but the game wouldnt let me. Guess what happened the next round? He tked him and the rest of the game was hell thereafter. Is there a new vote kick program that was installed that i didnt know about?

Are squad members not allowed to vote or something?
