I am afraid we cannot help with account recovery over Steam, for this I would recommend reaching out using the Ubisoft Support site [support.ubisoft.com] where an agent will be more than happy to help you recover access. The advice Joe has kindly shared is great also as there are some very good advice steps mentioned there.
