[2019] R6 Deluxe edition doesn't come with base operators????

Hi,

I recently bought r6 deluxe edition for the first time on PC. I bought it thinking there was going to be all the base opps plus the dlc characters. E.g Buck, cav, Etc. But when i hopped on, i only had 8 in total, frost, buck, etc. Was my game messed up or am i only supposed to get those characters. I thought after march of 2018 they gave the base opps for free unlocked?
