[2022] Brightness difference between DX11 and DX12

Why is there a brightness difference between DX11 and DX12? DX11 is overall brighter and easier to see things. For example look at the brightness difference on the wall with the lights:

Looks like fog (possibly volumetric fog) being disabled between versions.
