Quick recap:
My internet works great... unless I play Rocket League. Then I get flashing red pings, latency variation warnings, and the ball and all the cars rubber band around the field for five minutes. Think of when you're DC'ing, just like that most of the time. The game is unplayable.
First, I worked with my ISP for several months. I have 1gig cable service from RCN. They switched me to a different node and ran a line into the back of my modem. After that, they said it couldn't be their fault and stopped troubleshooting the problem.
I bought a new modem and router, just in case. No change. I'm hardwired and I've used three different PCs during this time, so it isn't a hardware issue on my end.
Then, I contacted Psyonix Support. After working with a half dozen of their reps, they told me to "try resetting my modem and router," then replied that they were all out of ideas but would let me know if anything else came up... Never heard from them again, lol. Ridiculous.

So, I contacted the company that hosts Psyonix's servers in US-East, directly -- i3d.net. They seem more proficient than Psyonix, but blame RCN (my ISP). They did a reverse traceroute to my IP and saw the same issues. They say they reached out to RCN for collaboration on the problem but haven't heard back, yet.
SO, I filed a complaint against RCN with the FCC. They have 30 days to respond. It's been ten already, but I haven't heard anything. They're the only option for internet in my neighborhood, so I'm stuck trying to get this to work with them. If they blow off the FCC, I intend to do everything I can to press the issue further.
Would love to hear if anyone has any other ideas or is having the same problem -- especially if you also use RCN, or if you use a different ISP but have the same problems with i3d's servers.
