I'm sharing Rocket League with a friend on Steam, and now I'm forced to play casual because I can't play ranked. Is this meant to be happening?

There was an issue with a mod that bypassed this restriction, which has since been fixed.

No, but you will have to wait until the F2P update before you can play Competitive again (without purchasing Rocket League).
