[2020] Can’t purchase Rocket Pass or see tiers/challenges on Switch.

I’m playing with a friend who is unable to purchase the Rocket Pass Premium on his switch. He doesn’t even have the Rocket Pass menu item with the tier rating. I‘ve been playing with him over the last week via internet where I am on PC. He’s updated his game, deleted it from his switch and reinstalled it to no avail. He’s still completing challenges and getting the free tier rewards, but he can’t see the challenges anywhere in game besides the end of a match when he happens to complete one. Does he have to unlock this option or something? He brought it over to my place last night and I saw this weird issue myself. Anyone have any advice or experienced this before and found a fix?
