[2021] There is still a cooldown for City Quests at Max Rep

After cancelling a City Quest (slayer ones) there is still a 5 minutes or so cooldown before getting a new City Quest. The first one I cancel seems to have no cooldown, but if i cancel 2+ in a row I have to skill for around 5 minutes before getting a new one.
